I think wunderground.com does weather history if you're looking for something like that.

All depends on what species you are fishing for.... As a general rule it should slow things down a bit.

Accuweather.com has a "history" tab under "Forcasts." It will give you the past 30 days details but I think previous years data is for a price. I try to print each month and save them in a binder. Not sure if that is helpful.

There is all the record highs and lows for Detroit, but, i still haven't found a site with the record high lows or low highs. I know earlier in the year, we only reached 8 degrees one day, and there was a report on that was something like the 4th lowest high ever in Detroit.
BTW, the cold weather might slow up the females from coming in the river. Right now, they should just be staging near the mouth. However, i am sure you will be able to catch all the eater males you want, also the perch and the pike should be ON. The wind is an absolute killer though, this week is forcasted to have sick winds all week long. This is a "transition week" where it's good to get all your fishing gear together for the spring/summer/fall fishing, because it will be very tough to get out there. I might try tommarrow if there is a break in the severe storms. The rest of the week is 30s and wind, you will have to get back out the ice fishing clothing if you want to get out.
