Does anyone know how low the poundage can be set on one of these?

Depends if you have the 50-60 pound model, or the 60-70 pound model.
They also made a 30-40 pound youth model Nova.

So, there's no one easy answer.

I have the 60-70 pound model, and with each bolt backed out 4 turns it is at 58 pounds, if that helps.

Ok.. THanks...It helps.. Previous owner told me it is at 70 pounds. So I guess thats my answer..

I bought it for my little brother.. He is 13 and will be 14 this summer so I need to get it cranked down as much as possible in hopes that he can pull it.. It is is first bow, and I am trying to get him in the sport.. We are 15 years apart in age and dont have much in common to do.. I figured this would be one of the best things for us to do together and when I asked him if he was interested he said yes.. Best thing for me to do is get it to a pro shop next with my brother and see what can be done...

With a PSA Nova, to get to the lowest setting you can go 4 cranks from full tight. So, if you make sure the limb bolts are fully tightened, then loosen them each 4 rotations, that's as far as you can go. I have a 60-70 pound bow and then it was measured at 58 once I went back the 4 turns.

I've done that with my Nova, and I really like it that way. Due to shoulder injuries there are still days I wish it was lower, but I can still shoot well. It's a very easy beginner bow to use.
