1984 has always had more steam then I think it should coming out with the water. Relpaced the water pump a couple times over the years and used the kit to seal it up right. At high end speed the steam increases and spits water and heats up. I'm guessing the copper tube from the water pump isn't driven up into the powerhead all the way. Should that be a tight push as I snug the bolts assmebling the lower unit....any other guesses appreciated..thanks

Assuming your water pickup is clear and your pump and seals are in correctly. there is also a tube seal that goes at the top end of that copper tube. It goes in the exhaust tuner that bolts to the bottom of your powerhead.
It's exactly the same part as the seal that goes on the bottom end of that tube but it goes up into the tuner about an inch because it has a plastic guide tube that snaps into place behind it. You would have to be a real magician to change this seal without pulling the powerhead.
If you get a mag light or some kind of light you can focus into a very fine beam you may be able to see it by looking up from the bottom. what often happens is when someone forces the tube up into it, the tube will catch the edge of the seal and kind of bunch it up in front of the tube. This results in a bad seal and it partially block the water passage. If the seal is just pushed up out of position and not cut, you may be able to take a long thin rod of some sort and finesse it back into position, but this is a hell of a trick in itself!
Other things to consider are, did you ever pull a broken up pump impeller out of that motor? you could just have some pieces of old impeller restricting your water flow somewhere in your water jacket? Also how about your thermostat? and finally your head gasket? have you done a compression test? another good indication of a bad head gasket is water getting into the combustion chambers, you can usually spot this by your old sparkplugs looking shinny and new and by looking into the plug holes,water getting into a running motor dose a remarkable job of cleaning out the carbon.

I've been cocerned with the seal at the powerhead all along. Doesn't really
feel like there is one there when you position the tube. Metal to metal sound. Betting that thing is wedged up in there. Just needed someone to mention it before I went back in to investigate...thank you

My 70 hp rude did the same thing , turned out to be a bad head gasket .
