State parks have to let almost anyone in. Private campgrounds for the most part police their property better. KOA owners are the pitbulls of the species. Try them.

Try one of the Jellystone Parks. Theres one in Holly.
I haven't camped at any in Michigan but spent time in one in WV. They seem to be pretty strict on drinking. No visible open bevrages, no empties all over the site, etc.
Its definately a more family oriented campground with activities for the kids. Everyone at the Jellystone in West Virginia was extremely nice and even those that were drinking were more of the responsible sort (no one running around with no shirt dropping "F" bombs, littering, or being slobs in general).

Muskegon County Parks campgrounds are non alcoholic. Meinert and Pioneer are their two parks that have camping. And the good news is its first come first serve.
