White lake and Pontiac lake in oakland county I know have boat rentals. I've also heard that Lakeville lake has some but I'm not 100% sure. I'm not sure about motors, white lake used to have them but I dont know if they still do. All of these lakes have decent panfish in them. I'm pretty sure lake st. clair has rentals as well...

up in the Irish Hills is a lake called Killarney, Its part of a chain of lakes. I am not sure if the rental is still there or not, but I used to rent there all the time. the lakes were good for Bass, Panfish and an occasional pike.
I don't remember the name, and I can not find a listing
There is also this place listed on Wamplers Lake

Kent Lake has boats but no motors. It used to be $16 a day.
