Last year around this time I went to the Oakwoods Metropark (Lower Huron River) and there were hundreds of carp in these 1-2ft. deep sand flats, spawning like crazy.
You could definitely score there.

Be real careful if you do head out. I have sunk into that river bed up to my butt. Real tough to wiggle your way out if your not near a tree. Talk about high pucker factor when your foot just keeps going deeper and deeper. Im not sure of the legality, I have often wondered as I have a nice honey hole just loaded with carp.

The season dates and other restrictions can be found in the Michigan Fishing Guide which is available at the same places that sell this year's fishing license.
Other areas to try include Harsen's Island and some of the shallows around Anchor Bay.
Be careful of the Huron-Clinton Metropark system. They do not allow bows or bowfishing or hunting in their park system (but they do make an exemption for duck hunters in the fall at Metro Beach). The Metropark issue is a real "bummer" since Stoney Creek is filled with large carp.
