I'd drive eight or nine miles over to Elberta. There is a place on the water over there that has great food, good music, and usually a few charter captains hanging around to fill you in on the fishing.

Theres a real nice bar in downtown Beulah, right at the East end of Crystal Lake. I don't remember the name but it is on the opposite side of the road from the lake. Nice Bar, good music, good food and pool tables. There is also a real nice coffee shop right as you go into Honor.
Riverside Boats and Canoes on the Platte is a good time, expecially if you do the upper stretch. There is also the Cherry Bowl Drive Inn. Drive about 15 miles North and see the Sleeping Bear Sand Dunes. If your camping there is the Platte River Campgrounds, which are really nice, but you may need to make a reservation. As for Hotels, I always stay at the one that is on the Main road into Beulah from the North and is located on the East side and there is a Golf Driving Range behind it. Real nice people and they are the cheapest I have found.
Have a good time.
As for fishing..........Without a boat, hmmm, there is the river, with a boat, Platte Lake has some great Bass and Pike fishing.

The best Mexican food, salsa and Margaritas ANYWHERE in my opinion can be found at the Roadhouse on US 31 in Benzonia. It's a small place with no pool tables, but it is AWESOME! If you like steak, try the Roadhouse Skillet. On Saturday of Mem Weekend it will be standing room only by 6:30. Get there early and you'll be happy that u did!
In Frankfort, the Villa Marine has an outdoor deck that looks over Betsie Bay and has AWESOME food, Sleeping Bear Brown Ale on tap and two small pool tables. Best chicken wings in NW MI. They have bands on the weekend. Also, their special on Saturdays is often prime rib for like $12. It is also excellent.
The Coho is a cool, yuppy bar with a great by the glass wine list. It's also in Frankfort.
In Elberta, the Mayfair has great food. Can't recall if there's a pool table.
The Cabbage Shed in Elberta has two small pool tables (though they're both warped, but hey, for 50 cents can ya really complain???) as well as great food. It is a dump, on the inside and out, but a CHARMING dump. It also has views of Betsie Bay. www.cabbageshed.com
If you're going to Elberta, the Trick Dog cafe/gallery is a fun spot if you're a dog lover. Also, the beach in Elberta is awesoem and one of the few beaches left in the state where you can let a dog run/swim without getting a ticket from an over zealous park ranger. Last year I made the mistake of taking my dog to the Ludington SP and as soon as I got to the check in station, was lectured about "no dogs on the beach, even on leash..no dogs on any areas off the paths..."
There is also a large bar in Thompsonville called, I think The Kicking Horse saloon. It has a pool table, and is a much more um...shall we say "authentic" Up North place. This is the palce to go if you absolutely can't stand yuppies from Chicago/Detroit. It's about 1/2 mile from a couple very good springtime holes on the Betsie for brown trout. Food's not great, but the beer is cold.
THE Up North bar is Art's Tavern in Glen Arbor. Phenomenal burgers, a pool table and in the most scenic part of NW MI in my opinion. Glen & Little Glen are two of the prettiest lakes you'll find anywhere and the bass fishing under the bridge of the channel connecting the two is awesome. At daybreak or sun up, if you fish there with crawfish or minnows, you will catch some big bass.
Otherwise, the Mackinaw Brewing Company in Traverse has awesome beer/food. TC over Mem Day weekend will be rockin.
Honor is OK if you want to spend time on the Platte or either of the Platte Lakes. I've spent a lot of time around there and, in my opinion, there is more to do in Frankfort/Beulah/TC/Elberta and I'd rather be right near the big lake.
If you've never been, sunsets at Point Betsie are pretty nice and make for great pics.
As to the question about the police...US 31 is patrolled by both the State Police and The Benzie County Sheriff's Dept...You don't see them often, but on a holiday weekend both will be out and may well have some night time speed traps set up. You will get ZERO slack from either department. They wont hang out outside of the bars, BUT they will put you in jail in a heartbeat if you're even a fraction over the legal limit. I would absolutely not chance it whatsoever (ESPECIALLY if you're a down stater). Plus, why should they cut any slack? You're impaired and operating a several thousand pound machine.
Have fun. Unfortunately I have a wedding in Detroit that weekend, but I'd rather be at any of the places described above!;)

I'll second Arts Tavern. Great burgers... and the pool table is level! There's also The Friendly in Empire (closer to Honor by about 5 miles). Same owner as Arts so the food is about the same... great! Pool table here too... and if memory serves they have a shuffle board table.
I'll most likely be up there the same weekend fishing Glen Lake. My parents have a place there.
