Stream improvement question

Is it legal to manipulate the stream flow by adding rocks and logs to a river? What about taking out things like log Jams.

why would you want to take out a log jam?????

It would speed up the river flow in a certain stretch that I fish. The Log Jam creates a huge dead spot upstream and downstream from Jam with a sandy bottom. And I wouldn't really take it out completly(Just using that as a "For Example")

We built a small wing dam on the Manistee above CCC bridge at a friends cabin and over the past 2 years it has turned into a fish magnet.
All area's are different but the jam we built is on a straight section of river maybe 90 feet wide and the jam itself is only about 15 feet long.
