I noticed the E-bouy is listed as N41-49 W83-21, this puts it just north of the dumping grounds. There is no bouy on my nautical chart there. I always thought the "E" bouy was the one due east of Brest Bay at the East Outer Channel???? That one is marked E on the chart.??????
